An Approach to Constructing a System of Principles to Manage Intellectual Capital of a Region

Abstract. The increased importance of intellectual capital as a factor behind economic growth dictates the necessity of improving the toolkit to manage it. The paper aims at developing the system of principles to manage the intellectual capital of a region that will enable generalizing about the knowledge concerning intellectual capital management and transforming it into managerial attitudes so that such system would allow assessing existing and prospective approaches to intellectual capital management. On the basis of a general model of system of management the paper suggests a model of the system of principles for intellectual capital management. Allowing for the suggested model, the system of general principles for management of regional intellectual capital is formed and directions for formulating specific principles are indicated. Additionally, the author outlines the possibilities for modification of the proposed system of principles in line with the evolution of knowledge about regional intellectual capital. From the position of the developed system of principles the author assesses a number of practical initiatives in the field of management of regional intellectual capital and identifies the prospective directions for development of the methods of its management.
