State Regulation as a Tool for Improving Aviation Safety

Abstract. The article deals with the interrelationship between the effectiveness of state regulation and aviation safety. In the Russian Federation, the sphere of air transport has undergone multiple reorganizations. As a result, airplane accident statistics witnessed a significant decline, but accident rate still remains one of the highest in the world. This indicates that distribution of powers and responsibilities within the existing structure is not effective. There exists a necessity of reviewing the scope of rights and powers and simultaneous devolving responsibilities to corresponding institutions.
