The Specifics of the Forest Sector Development in Perm Kray under the WTO Factor and Economic Sanctions

Abstract. The article discusses the issues of forest industry development in Perm kray in conditions of Russia’s membership in the WTO and the problem of economic sanctions. The authors aim to identify the special features of the forest industry development at regional level under the factor of the WTO and existing economic sanctions, and to discover the main principles of regional policy in relation to the forest industry based on the evaluation of regional market competitiveness. The methodological basis of the paper comprises the analysis of the region’s forest industry, as well as comparative analysis to estimate the competitiveness of the forest industry in the subjects of the Volga Federal District and regions which have sectoral structure of industry similar to Perm kray’s (Chelyabinsk and Sverdlovsk oblasts). The obtained results can be used by executive authorities as the basis for formulation of the regional industrial strategy.
