Conceptual Models of the Integrated Management Mechanism for Training Specialists

Abstract:

The paper deals with a number of problems of Russia’s existing system for managing educational services rendered by higher educational institutions including the sphere of their public funding. The article examines the main consequences of these problems that embrace the non-conformance of material-technical and staff sufficiency to license requirements, incapacity of the newly formed departments and institutes. The essence of the mechanism for integrated management of universities’ educational services and its purpose are defined. The conceptual model of the integrated management mechanism for training specialists is proposed. The author distinguishes two extreme viewpoints on the issue of this mechanism’s formation: humanized or dehumanized path of the higher education system development. A conceptual model to provide training of competitive specialists is suggested; the corresponding value orientations and fundamental indicators of the model are indicated.
