Emerging Trends in Vocational Education and Its Role in Training Skilled Manpower for Regional Economy

Abstract:

The paper presents the findings of an analysis of the major upcoming trends in the development of the regional system of vocational education. Studying the case of Sverdlovsk oblast, the authors have performed an assessment of changes in numbers of students and graduates compared to dynamics in demographic processes. The fundamental factors behind changes in the territory’s education structure are identified. The paper substantiates the limited opportunities to train a qualified workforce for the needs of the region due to shifts in economic activity of young specialists. The main problems typical of the regional system of vocational education are formulated, and the necessity to take account of the territorial factor in the process of its modernization is proved. It is emphasized that the relationships between vocational and vocational-pedagogical education play an important role in resolving staffing issues in the oblast and its territories. The subjects of territorial integration and possible institutional mechanisms for their interaction with vocational education organizations are determined.
