A competence model for a large enterprise

Abstract:

The paper clarifies the opportunities for developing theoretical and methodological provisions for applying a competence-based approach when forming HR management subsystems at large enterprises. The approach is being increasingly utilized in corporate HR management, however, neglecting the specificity of the business. The methodological basis of the study is the competence-based approach applied for establishing the HR management system. The research methods includes analysing theoretical information sources and systematizing the data and approaches implemented by four large metallurgical enterprises in Sverdlovsk, Volgograd and Rostov oblasts. The paper describes the current approaches to defining the concepts of competence and expertise and summarizes various classifications of competence and methods for forming competence models. The author proposes a universal method for designing an occupation competence model for a large enterprise. When describing the method, we offer examples of a handbook of competence, rating scales and an algorithm for developing an occupation competence model. The research concentrates on an occupation competence model for metallurgy. The obtained results can be of use while embedding the competence-based approach in the HR management system of an enterprise.
