Abstract: The author analyses Russian national peculiarities in the context of organisational culture of large industrial enterprises as a factor which exerts a substantial influence on forming the controlling system of decision-making and implementation (DM&I). The comparison with the American and Japanese cultural models is performed. There is suggested the approach to form controlling DM&I based on matrix organizational structure.
