Author: Evelina V. Peshina, Dr. Sc. (Ec.), Prof., Head of State and Municipal Finances Dept., Urals State University of Economics

Abstract: The purpose of the article is to create a secondary text (metatext) that replaces the primary one in Russia’s language and cultural environment; to form and ground the conceptual framework of greenfield, brownfield and greyfield in Russian scientific theory of smart city growth. The article is not intended to evaluate the introduction of foreign terms to the Russian language but advocates their clever usage excluding “linguistic provincialism”. The concepts of development: unbuilt area, infill construction, rebuilding, environmentally neglected area and stagnant area correspond to the main types of the strategy of territorial development – integrated growth, concentrated growth, and diversified growth.

Keywords: Smart city growth, greenfield, brownfield, greyfield, boundaries of city growth, infill construction, rebuilding, development of unbuilt area, development of environmentally neglected area, development of a stagnant area, strategy of territorial development
