Abstract: The paper reveals theoretical and methodical bases of integration­relational approach to the development of cluster relations; proves organizational­economic procedure of the cluster relations development. The cluster theory is supplemented by justification of the key parameters of the cluster policy. The authors suggest a scheme of interaction between the participants of cluster relations.
