Evaluation of the Efficiency of Government Expenditure on Culture

Abstract: The paper critically examines the state strategies on culture. It discusses disadvantages of applying a number of methodological propositions to assess government spending on culture emphasizing that such spending should be accountable to the society. The author shares her own vision of the criteria for evaluating the efficiency of government spending on culture. It implies that the end products of such kind of expenditure are development of human potential and achievement of social harmony. Specific recommendations on planning and controlling the efficiency of the government spending on culture are suggested.
