Import Substitution and Reproduction Potential of Modernization: Problems and Prospects

Abstract:

The study aims to distinguish priority directions for the development of the reproductive potential of the Russian economy’s modernization with an orientation towards import substitution. The analysis of modern conditions of functioning of industries in Russia revealed a number of serious problems: inaccessibility of the foreign market to Russian manufacturers, a decline in production and a lack of transparency of the government support mechanism. In recent years, due to the ongoing import substitution policy, the Russian economy has witnessed slight positive shifts, but they are not enough to change the situation dramatically. To overcome the current obstacles on the road to economic growth, the author suggests expanding government support measures towards modernization and structural transformations within the manufacturing industry. The factors hampering investment activity are highlighted. Eliminating these factors will ensure the intensive development of the reproduction potential and help modernize production.
