Однако они не всегда достигают целей в силу недостаточной проработанности методических рекомендаций, позволяющих наиболее эффективно решать проблемы в увязке с направлениями стратегии региона. Статья посвящена теоретико-методологическому осмыслению основ подготовки разделов о пространственном развитии в стратегиях социально-экономического развития субъектов РФ (на примере Уральского федерального округа). Методология исследования основывается на положениях теорий стратегического управления, а также регионального и муниципального управления. Информационную базу составили нормативные документы и стратегии социально-экономического развития субъектов УрФО. Применен комплекс методов качественного анализа. Выявлены структурные особенности, цели, индикаторы и мероприятия, включенные в разделы о пространственном развитии стратегий. Несмотря на методические рекомендации, каждый субъект РФ определяет структуру пространственного раздела исходя из приоритетов и особенностей региона. Выявлены наиболее успешные практики пространственного планирования, касающиеся вопросов агломерационного и кластерного развития, размещения производственных и социальных объектов, инфраструктуры, включая функциональное зонирование территории, определение перспективных направлений специализации функционирующих и формирующихся экономических центров региона и др. Рекомендовано более широко использовать зонирование территории по уровню социально-экономического развития; выделять перспективные точки роста, увязывая их с существующими стратегическими проектами; более обоснованно разрабатывать целевые показатели с учетом динамики расселения населения, размещения производства и развития инфраструктуры.</p></abstract><trans-abstract xml:lang="en"><p>Strategies for the socio-economic development of Russian regions must necessarily include sections devoted to spatial aspects, which in some cases, however, fail to reach their goals due to crude methodological recommendations aimed at effective problem-solving within the regional strategy. The paper discusses the theoretical and methodological fundamentals of sections on spatial development included in the socio-economic development strategies of the RF subjects (using the case of the Ural Federal District (UrFO)). The study rests on the theories of strategic management, as well as regional and municipal management. The research data are obtained from regulatory documents and strategies for the socio-economic development of the UrFO subjects. Qualitative analysis methods were used. We reveal the structural specificity, goals, indicators and measures covered in the sections on spatial development. Despite the existence of the methodological recommendations, each RF subject tends to establish the structure of the ‘spatial’ section based on regional priorities and characteristics. The article reports on the most successful practices of spatial planning in terms of agglomerations and clusters, placement of industrial and social facilities, infrastructure, including the functional zoning of territory, identification of the promising areas of the region’s existing and emerging economic centers’ specialization, etc. Based on the research findings, we recommend to more actively use zoning by the level of socio-economic development, pinpoint promising growth points relating them to the current strategic projects, and develop target indicators more accurately considering the dynamics of population settlement, location of production and infrastructure development.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>регион;</kwd><kwd>стратегическое планирование;</kwd><kwd>пространственное развитие;</kwd><kwd>стратегия пространственного развития;</kwd><kwd>субъекты РФ.</kwd></kwd-group><kwd-group xml:lang="en"><kwd>region;</kwd><kwd>strategic planning;</kwd><kwd>spatial development;</kwd><kwd>spatial development strategy;</kwd><kwd>Russian regions.</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation xml:lang="ru">Анимица Е.Г., Сурнина Н.М.
