The Evaluation Criteria and Changes in the Number of Highly Qualified Staff in Russia

Abstract. In the paper the reasons behind the shortage of highly qualified personnel are systematized, the criteria for determining highly skilled workers among workforce are established, the changes in their dynamics are analyzed. The authors reveal the factors which exert substantial influence on the number of highly qualified staff. The applied methods of the analysis include ANOVA (Fisher’s test), multiple regression and descriptive statistics. The analysis is based on the data of the Federal State Statistics Service and the Russian Longitudinal Monitoring Survey – Higher School of Economics (RLMS­HSE) (2013).
