The article substantiates the new paradigm of industrial development management in China as a natural strategic response to the exhaustion of the previous model of economic growth in the context of transformation of the global industrial sector. The study rests on the ecosystem and cluster approaches. Structural-logical, historical and comparative analysis were used as key research methods. The empirical basis covers data from the National Bureau of Statistics of China and the UNCTAD international database. The results obtained demonstrate the specific features of the old and new models of industrial development management in China amid increasing global uncertainty. We have identified three stages of industrial management in the country, namely management of enterprises, industries, and ecosystems, and justified two approaches – selective and functional (market-oriented) – to guiding industrial development in China. Among the tools utilized in China to manage high-tech industries are state industrial funds, direct subsidies and tax incentives (the so-called budgetary approach), preferential access to resources, targeted selection of enterprises for support, and strategic planning. The results of the study encapsulate the essence of the industrial development management in a country and provide the basis for implementing it under geo-economic challenges.
