Implementation of the Program-Target Approach to the Development of Small and Medium-Sized Enterprises in a Region

Abstract:

In the time of economic crisis and sanctions, government support for small and medium-sized enterprises is becoming increasingly urgent. The program-target approach has been lately used as a tool for the implementation of the state economic policy. The article presents the results of an analysis of the legal framework of the program-target approach to the development of small and medium-sized entrepreneurship in a region. In particular, the coherence of rules and regulations on entrepreneurship within a region is investigated, and the representation of small and medium-sized business in the program documents of the region is identified. The main program-related support measures and directions of socio-economic development of small and medium-sized entrepreneurship in the region are defined. The obtained results will encourage interregional comparative studies on the program-target approach, as well as investigations of cross-program effects of the development of small and medium-sized entrepreneurship.
