Cultural and Information Policy of Regional Government (the Case Study of Sverdovsk oblast)

Abstract:

Cultural and information policy is one of the dimensions of the state regional policy. The study of cultural and information policy is important as it plays a key role in the formation of human capital. The article discusses methodological approaches to studying information culture at regional level. Relying on the methodological approach developed by the Ural sociological school the author examines the main trends in the regional cultural and information policy (subordination to the federal policy, integrity, the shift from the “culture for all” to the “culture for everyone”). The article presents the findings of the empirical sociological research into the information preferences of Sverdlovsk oblast residents. The population of the area mostly gets political and entertainment information via television and the Internet as the major information channels. The article provides recommendations for the improvement of regional information policy.
