Cluster Model as an Instrument of Sustainable Innovative Development of Krasnoyarsk Kray

Abstract. The article is devoted to the issues of overcoming the crisis in Russian economy. It is demonstrated that Krasnoyarsky kray which is at first sight a successful region is gradually losing its competitive advantages that are based mainly on extensive use of vast production potential. In this regard, there emerges a problem of “the raw materials trap”. In the author’s view, this problem can be solved through creation and functioning of regional industrial clusters. At the moment cluster model is one of the most valuable instruments of cross­sectoral interterritorial development. Clusters of various forms give impetus to innovation development across several sectors and allow overcoming the asymmetry of spacial development. The authors consider the particularities and forms of clusters creation in the territory of Krasnoyarsk kray such as innovative­industrial cluster and territories of priority development. The authors use the case of Angara­Yenisei cluster to identify the major industrial and infrastructure projects of the territory development that represent an interrelated system and contribute to both industrial growth and socio­economic development of a definite territory simultaneously fulfilling the task of improving the population quality of life.
