Reforming the Third Stage of Higher Education on the Basis of International Experience

Abstract:

The study looks at the ways of reforming the educational system in Russia using the case of postgraduate study. The modern state of the system of academic staff training in Russia and Europe is considered. A comparative analysis of the Russian, British and German models of postgraduate training is carried out. The main approaches to searching and selecting management practices for organization of the third stage of higher education are explored using the experience of the United Kingdom and Germany. The paper discusses the possibility to adapt European experience to the Russian system of postgraduate and doctoral training in order to implement the provisions of the Federal law “On industrial policy in the Russian Federation”. The directions for reforming the institution of postgraduate study in the educational system in Russia are suggested. The novelty of the research lies in the analysis of trends towards integration and in the study of national peculiarities in the training of specialists with higher academic qualifications.
